1. Layer onion, potatoes, and carrots in a slow cooker. Mix water, garlic, bay leaf, sugar, vinegar, spice packet, salt and pepper; pour over. Top with brisket and cabbage.
2. Cover and cook on low for 8 hours or until meat and veggies are tender. Remove bay leaf before serving.
